Obtaining a Tax Residency Certificate (TRC) in Georgia is a popular service among expatriates, IT specialists with Small Business Status, and international investors. The document provides official proof of tax residency to help avoid double taxation and offers its holder a range of opportunities.
The Revenue Service strictly regulates how the certificate is issued. However, with properly prepared documents and a clear understanding of local law, the process can be completed without unnecessary complications or delays.
What Is a Tax Residency Certificate in Georgia?
A Tax Residency Certificate is an official document issued by the Georgian tax authorities (Revenue Service). It confirms that the holder, whether an individual or a legal entity, pays taxes in Georgia.
The certificate is issued for a particular tax year (the calendar period from January 1 to December 31) and contains a unique verification code that foreign government authorities can use to confirm its authenticity.
Why Do You Need a Tax Residency Certificate?
The primary purpose of this document is to protect against double taxation. It is particularly important for the following purposes:
- Applying double taxation agreements (DTAs). Georgia has signed double taxation treaties with more than 50 countries. This means that after paying tax in Georgia and providing proof, you may be able to avoid paying the same tax in your home country.
- Reporting to foreign banks. Under Common Reporting Standard (CRS) rules on automatic exchange of financial information and anti-money laundering (AML) requirements, international financial institutions regularly ask customers to confirm their current tax status. Without a TRC, a bank may freeze accounts or apply an increased withholding tax.
- Resolving tax disputes. If you have moved to another country but retained your citizenship, an official certificate issued in Tbilisi can serve as crucial legal evidence in disputes with tax authorities, confirming that the center of your personal and economic interests has moved.
How to Become a Georgian Tax Resident: The 183-Day Rule and HNWI Status
Georgian law provides two ways for individuals to become tax residents. Applicants must either demonstrate that they actually live in the country or establish eligibility through their level of wealth and income. A high-net-worth individual’s intention to pay tax in Georgia can provide a basis for receiving the certificate.
The 183-Day Rule
A foreign national is automatically considered a Georgian tax resident if they are physically present in the country for more than 183 days during the year. The stay does not need to be continuous: what matters is accumulating 183 days during the year. Both the days of entry and departure count toward this period, not only full days spent in Georgia.
The purpose of the visit does not matter under the stated rules: you may be in Georgia as a tourist, an employee, or a business owner. However, resident status applies only to the tax (calendar) year in which the 183-day period is completed.
HNWI Status
HNWI stands for High Net Worth Individual. The status is available only to wealthy foreign nationals. This special government program aims to attract capital from people in other countries who wish to pay taxes in Georgia. HNWI status makes it possible to obtain a Georgian Tax Residency Certificate without physically living in the country.
To qualify, you must meet one of the following two conditions:
- Own worldwide assets worth at least 3,000,000 GEL (approximately $1.1 million) or have earned annual income of more than 200,000 GEL in each of the past three years.
- In addition to the first requirement, you must hold an official Georgian residence permit or show income from Georgian sources of at least 25,000 GEL in the current year.
For most foreign nationals (including freelancers and small business owners), the 183-day rule remains the main accessible way to establish tax residency. The key is to accurately record all border-crossing dates from your passport stamps to submit correct information to the Revenue Service.
How to Become a Tax Resident of Georgia: The Process
Applying for a Georgian Tax Residency Certificate is partly automated and completed electronically. As a result, the information you supply must be completely accurate. The system will not accept incorrect entries or details that conflict with border control records.
Obtaining a TRC involves the following stages:
- Calculating your period of stay. Before applying, you should be certain that you have spent 183 days in the country. The period is calculated using stamps in your international passport. A residence permit is not required for tax residency.
- Obtaining a Tax ID. Although not mandatory, we recommend registering with the Georgian Revenue Service (rs.ge) to obtain a tax identification number. You can do so in person at a tax service center or online through the agency’s portal.
- Completing the online application. You fill out an interactive form in your taxpayer account on the Revenue Service website. You must enter your personal details, tax identification number, and a detailed list of border-crossing dates. The entire procedure is conducted in Georgian.
- Uploading supporting documents. The application must include clear scans or photographs of all passport or identity document pages bearing border control stamps. For the High Net Worth Individual (HNWI) program, you must also provide official account statements and documents proving ownership of your assets.
- Verification by the Revenue Service. Tax inspectors cross-check your dates against databases held by the Georgian Ministry of Internal Affairs. If there are no discrepancies or outstanding tax debts, the authority issues an electronic certificate with a unique verification code.
Processing Times: How Quickly Can You Obtain a Tax Residency Certificate?
The Revenue Service’s processing period is established by law and depends mainly on the urgency selected by the applicant. Three official options are available:
- Standard processing (20 business days). Inspectors review the application and attachments and request verification from Georgia’s Ministry of Internal Affairs.
- Expedited processing (5 business days). A faster option, commonly selected when urgent clarification is needed, such as during tax disputes or when resolving issues with foreign banks. Georgian authorities prioritize the application.
- Express processing (1 business day). An urgent procedure under which information is verified and a digital certificate with a QR code is prepared within one day of filing.
How Much Does a Georgian Tax Residency Certificate Cost?
The cost of obtaining a TRC comprises fixed government fees and the cost of legal assistance. The government fee depends solely on the selected processing time.
- Under standard processing (20 days), the government fee is 0 GEL.
- For expedited processing (5 days), the authority charges 50 GEL.
- Express certificate issuance (1 day) costs 100 GEL.
What Documents Do You Need to Apply?
The required documents depend on the basis for your application. Applications under the 183-day rule and those under the HNWI program require different supporting documents.
For a certificate under the standard basis, you need:
- Valid international passport. Clear copies or scans of every page bearing border control stamps.
- Previous international passport. If you renewed your identity document during the relevant year, copies of the old passport are essential to reconstruct your complete travel history.
- Tax identification number (Tax ID). An official document confirming your registration with the Georgian Revenue Service (rs.ge) as a taxpayer.
For an HNWI certificate, you need all the above documents plus:
- Proof of asset ownership. Official property register extracts, sale and purchase agreements, or independent audit reports establishing assets worth at least 3,000,000 GEL.
- Proof of income. Bank statements or tax returns for the past three years confirming annual income above 200,000 GEL.

Yes, if you hold a special international status. The 183-day rule does not apply to foreign diplomats, consular staff, or employees of international organizations. Time spent in the country exclusively for medical treatment or in transit is also excluded.

Under the territorial taxation system, residents pay 0% tax on passive income from abroad (dividends and deposit interest). Income from Georgian sources is taxed at the standard rate of 20% (or just 1% if you have an IE registration with Small Business Status).
